This Tier Change calculator is intended solely for members of the District of Columbia Police Officers and Firefighters' Retirement Plan. The Metropolitan Police Department Retirement Options Act of 2008 (D.C. Law 17-224) (Retirement Options Act) allows members of the District of Columbia Police Officers and Firefighters' Retirement Plan to make a one-time irrevocable election to transfer optional retirement tiers at their own expense. For example, if you were hired under Tier 3, you may elect to participate in Tier 1 and retire at 20 years of service instead of 25 years of service by paying the full actuarial cost (including employer contributions and administrative costs). The Retirement Options Act does not apply to disability retirement. [D.C. Code ยง 5-712(a-2), (a-3)]
This calculator is offered to plan members to aid in estimating the cost of their tier change. Based on information you input, this tool applies retirement rules to calculate your estimated cost of the change. Please be aware that the results of this calculation are an estimate based on the information you enter into the calculator. The District of Columbia Retirement Board has no liability or obligation, either legal or equitable, to utilize the output as a result of using this calculator.

Your final certified tier change cost will be determined by DCRB and communicated to you through correspondence from DCRB.
